Comments: I am particularly interested in changes to the basic protocols, especially the network layer, to facilitate the Knowledge Plane put forward in “A Knowledge Plane for the Internet” by Clark, Partridge, Ramming and Wroclawski at the 2003 SIGCOMM. I anticipate that such changes, coupled with an additional admission control algorithm, can also be used to put an end to the ability of hosts to masquerade under the IP address of others.

Comments: Future internet research will require an affordable, accessible, and integrated network of facilitates for prototyping and validating emerging architectures, frameworks and service applications. In order to deliver this environment, access to an interconnected distributed facility where the research community can validate new innovations:

• • Under realistic conditions.
  • Across multiple access technologies.
  • And across multiple sites. Is needed. This can be achieved, by harnessing the most advanced experimental sites in Europe and combining them into an Integrated Open Network (European ION). In providing this ION, there should be a number of distinct principles

  • It is Integrated, allowing for migration to the next generation internet communication infrastructure seamlessly.
  • It is Independent of specific implementations thus supporting virtualisation.
  • It is an International and best in class network infrastructure implementation.
