Comments: I am particularly interested in changes to the basic protocols, especially the network layer, to facilitate the Knowledge Plane put forward in “A Knowledge Plane for the Internet” by Clark, Partridge, Ramming and Wroclawski at the 2003 SIGCOMM. I anticipate that such changes, coupled with an additional admission control algorithm, can also be used to put an end to the ability of hosts to masquerade under the IP address of others.
